How to convert JPG to PDF

  1. Add your images. Tap Choose images or drop them onto the page. JPG, PNG and iPhone HEIC photos all work, in any mix.
  2. Put the pages in order. Drag the thumbnails into the order you want the pages. Tap ↻ to rotate an image that's sideways, × to drop one.
  3. Pick the page setup. Choose A4 or US Letter (or Same size as image), orientation and margins. Leave Image quality on Original unless the PDF must be small.
  4. Make the PDF. Name the file and tap Make PDF. The PDF is built on your device and downloads straight from the browser.

What it does

  • Turns JPG, PNG, HEIC, WebP and GIF images into one PDF, one image per page
  • Drag the thumbnails into order — or use the keyboard: Space picks an image up, arrow keys move it
  • A4, US Letter, or pages the exact size of each image; portrait, landscape or automatic; three margin sizes
  • Rotate any image a quarter turn before it goes in
  • JPGs are embedded byte for byte (no quality loss); a Smaller file option shrinks big photos
  • Runs entirely on your device; the only network requests fetch the open-source PDF library

How this JPG to PDF converter works

Each image is read into your browser's memory, and pdf-lib, an open-source PDF library, builds a new PDF around them: one page per image, in the order you set. A JPG is placed in the PDF exactly as it is — the compressed picture data is copied, not decoded and re-saved — so there is no quality loss and no surprise blur. PNGs go in losslessly too. HEIC, WebP and GIF images, which a PDF can't hold directly, are converted to high-quality JPEG first.

Two details most converters get wrong are handled for you. Phone photos often store their rotation as a tag instead of turning the pixels, so the tool reads that tag and turns the page image the right way up. And the photo's hidden details — GPS location, camera, date — are stripped from each JPG before it goes into the PDF, so you don't send your home's coordinates along with a receipt.

Page size, orientation and margins

A4 is the standard almost everywhere; US Letter is the standard in the US and Canada, and the tool picks it for you when your browser says you're there. Same size as image makes every page exactly as big as its picture, which suits screenshots and on-screen reading. Auto orientation turns each page to match its image, so a wide photo gets a landscape page; choose Portrait or Landscape to force one. Margins add white space around the image — Small (about 6 mm) looks tidy when printed, None fills the page.

How to convert JPG to PDF on iPhone without a tool

Your iPhone can already do it: open the photo in Photos, tap Share → Print, then tap Share on the print preview and choose Save to Files. For several photos, tap Select first and pick them in page order. Images already in the Files app can be selected and turned into one PDF with Create PDF. Our step-by-step guide to converting a photo to PDF on iPhone covers all five built-in methods, and how to make a PDF on iPhone covers screenshots, web pages and emails. This page is the option for when you want control over page size, margins and order — it works in Safari on the phone.

JPG to PDF on Windows and Mac

On Windows 10 and 11, select the images in File Explorer, right-click, choose Print, pick Microsoft Print to PDF and print; the picture layouts in that dialog control how many images land on a page. On a Mac, select the images in Finder and choose Quick Actions → Create PDF, or open them together in Preview, choose File → Print and pick Save as PDF from the PDF menu. Both work, but neither lets you drag pages into order or set margins in one place — this page does, in any browser.

Your images stay on your device

Most JPG to PDF sites upload your images, build the PDF on their server and send it back. When the images are a passport, a pay stub or a medical bill, that's a copy of a sensitive document on a stranger's computer. Here nothing is uploaded: the PDF is assembled in your browser and saved straight to your downloads. It works with the network off once the page has loaded, and closing the tab clears everything.

Picture PDFs and searchable PDFs

The PDF this tool makes contains pictures of your pages, which is what upload forms and printers want. You can't search it or copy text out of it. If you need that — a stack of receipts you'll want to search later, a contract you need to quote — use image to searchable PDF, which reads the text on your device and adds an invisible text layer. If the finished file is too big for an email, compress PDF shrinks it, and merge PDF combines it with other PDFs.

Honest limitations

  • Everything happens in memory, so a phone can struggle with more than about a hundred full-size photos in one PDF; split very large jobs or use Smaller file.
  • Safari on iPhone limits images to about 16.7 megapixels; larger HEIC, WebP or GIF images are scaled to fit. JPGs and PNGs go in at full size.
  • Animated GIFs contribute their first frame.

When the images are documents

If you keep turning the same insurance card or lease photos into PDFs, Paperlock is the iPhone app built for that: it imports photos and scans, reads what each document says, files it under a clear title behind Face ID, and exports any document as a PDF on the spot.
